The Development and Research Center of the Ministry of Water Resources , established
at the beginning of this century, is a professional agency for policy research and
consultation. Its consultation and research cover various areas such as the strategy,
policy, regulation and legislation, system in the reform and development of water
resources in China. Under the leadership of the Ministry of Water Resources and
with the support of associated departments, the Development and Research Center
